Inactive Sportsbooks
After online sports betting launched in Pennsylvania in 2019, the market quickly filled with new sportsbooks looking to grab a piece of the pie. Over time, however, the dominance of a few top brands has made it difficult for smaller operators to gain real traction or survive long-term. Several sportsbooks have already exited the PA market as a result, and we’ve included notes on those closures below for anyone interested in how the market has evolved.
- TwinSpires (Now only horse racing)
- Betway
- Unibet
- FOX Bet
- Betfred
All Pennsylvania Sportsbooks Broken Down
This list includes all legal online sportsbooks currently operating in Pennsylvania. While every sportsbook shown below is licensed and regulated in the state, they don’t all offer the same betting experience or long-term value.
Because Pennsylvania is a crowded and mature market, these rankings focus on how sportsbooks perform for PA bettors over time. Some sportsbooks rank higher due to deeper betting markets, stronger ongoing features, an integrated online casino, or better overall user experience, while others offer fewer reasons to keep using them once the initial sign-up offers are gone.

FanDuel Sportsbook is one of the most popular sportsbooks in Pennsylvania and remains the go-to option for bettors who enjoy building Same Game Parlays, even as many betting apps have tried to replicate their success. The app is easy to use and well-suited for everyday betting, especially for major sporting events. While it prioritizes parlays and promotions over advanced betting tools, it’s still one of the most accessible and well-rounded sportsbooks in the state. FanDuel is a great choice for most bettors, but there's a good chance you already have an account.

Since launching its sports betting platform in the state in 2019, DraftKings Sportsbook has become a staple for Pennsylvania bettors who want a one-stop shop. The platform combines sportsbook betting, daily fantasy, and online casino games under a single account, with deep markets and plenty of built-in stats and tools on the betting side. While it’s often one of the first sportsbooks new bettors try, the sheer number of features can feel overwhelming compared to simpler apps.

BetMGM is a well-established option in Pennsylvania that offers a predictable sportsbook experience alongside a strong online casino. The sportsbook app is clean, reliable during live betting, and solid for parlays. However, odds can lag a bit behind other top operators in the state and you'll get less regular promotions than you will at FanDuel or Fanatics, for instance. Overall, it’s a solid choice for bettors who value stability and casino access more than squeezing out the best lines.

BetRivers is tied to Rivers Casino locations in both Philadelphia and Pittsburgh and runs on the Kambi platform, which gives it broad market coverage across major and niche sports. The iRush Rewards program works best for players who also use the casino, while the sportsbook itself feels dated and lacks the deeper betting features you'll find on sportsbooks like Bet365. That being said, it’s a very solid option for bettors who value market variety and an online casino connection.

Relaunched in Pennsylvania in late 2025 after the shutdown of ESPN Bet (and Barstool Sportsbook before that), theScore Bet represents PENN Entertainment’s latest attempt to gain traction with a brand-driven sportsbook. Built around the theScore sports media app, it offers a clean mobile experience and live streaming for select events as long as you’ve placed a wager on the game and maintain a positive balance. However, limited promotions, a smaller casino offering, and little differentiation from larger sportsbooks make it a tough sell in a crowded PA market.

9. betPARX PA
Launched: 2019
Land-Based Partner: Parx Casino
- Deeper-than-expected betting markets for a smaller, local sportsbook
- Backed by Parx Casino, a well-known Pennsylvania gaming brand
- Limited promotions and little reason to choose it over larger PA sportsbooks
- Live betting markets often lack depth
betPARX is the online sportsbook of Parx Casino, one Pennsylvania's most recognizable land-based casinos. While the betting markets are deeper than you might expect from a smaller operator, live betting and Same Game Parlay offerings are both limited and promotions are thin. For most Pennsylvania bettors, there’s little reason to choose betPARX over more established sportsbooks unless brand familiarity is a deciding factor.
10. PlaySugarHouse PA
Launched: 2019
- Decent range of betting markets for major sports and a solid amount of niche sports
- Some local familiarity due to the old SugarHouse Casino in Philadelphia
- Fairly redundant in a state with BetRivers
- Betting features, such as SGPs and live betting lag behind bigger sportsbooks in Pennsylvania
PlaySugarHouse is the sister sportsbook to BetRivers and shares much of the same underlying platform and experience. While it covers a reasonable range of sports and markets, it doesn’t offer better odds, features, or usability than BetRivers and in many cases feels like a step backward due to it being a secondary brand. If you could claim a welcome bonus from one brand it would be one thing, but it's hard to recommend PlaySugarHouse over any other active book in PA at the moment.
Betfred Sports PA
Launched: 2020
Land-Based Partner: Wind Creek Casino
Betfred Sports is a sportsbook from the UK trying to make a name for itself in the States. In Pennsylvania, they were partnered with the local Wind Creek Casino to offer online betting under its brand. Betfred's Pennsylvania offering featured great odds and deep betting markets before ceasing operations in Pennsylvania in 2025.
21+. New customers only.
Offer available in AZ/IA/VA. No Bonus in PA.
Minimum qualifying wager of $25+. Minimum odds of -200 per leg or +125 minimum cumulative odds. Fred Bet awarded within 48 hours of bet settlement. Maximum bonus awarded is $75, and Fred Bets must be wagered within 7 days of receiving.
See full T&C at Betfred.

TwinSpires PA
Launched: 2021
Land-Based Partner: Presque Isle Downs & Casino
Established Horse Racing Brand
TwinSpires made its name in horse racing before launching an online sportsbook in 2019. TwinSpires was a solid, but short-lived, sportsbook. TwinSpires is currently in the process of shutting down sports betting and no longer accepting new players in Pennsylvania. We recommend signing up with another book unless you exclusively want to bet on horse racing.

Unibet PA
After launching in the US and Canada, Unibet made a big push in Pennsylvania. However, despite partnering with both PA NFL teams, Unibet failed to gain much of a following. In 2024, they shuttered their North American operations, so we recommend checking out one of the operators listed above.
21+. New customers only. Available in AZ/IN/NJ/PA/VA
Players must opt in to promotion when registering account, make a qualifying deposit (min $10), and place first real-money wager bet (min $10). If first qualifying bet settles as a loss, user is refunded 100% in non-withdrawable bonus bets. Bonus bets have a 3x playthrough requirement and must be wagered on events with odds of -300 or greater.
See full T&C at Unibet.

Betway PA
After a few years of making a solid effort, Betway finally gave up on its US sports betting venture in 2024. Despite being a major sponsor of the Philadelphia 76ers, the european sportsbook decided to pack up its bags and focus only on casino in Pennsylvania
21+. New users only.
AZ/NJ/PA only. No offer available in CO/IA/IN/OH/VA.
Opt-in may be req'd. Make your first min. deposit of $10+, place a wager up to $250 (with odds of –300 or greater (i.e. -300, -150, +150, etc.)) and receive up to $250 as bonus bet funds if the wager loses. Wager must be settled within 7 days from new account opening. Qualifying wager restrictions apply. Any bonus bet funds earned must be used within 7 days of receipt. Bonus bet funds are not the same as cash, must be used in the Sportsbook, and are subject to restrictions.

On May 31, 2019, Pennsylvania officially launched legal online sports betting, paving the way for the betting sites you see listed here to set up shop.

The state of Pennsylvania has an extensive vetting and approval process that all sportsbooks must go through before they are granted approval to operate in the state.
After launching, they are regulated by the Pennsylvania Gaming Control Board (PGCB).
There are many different criteria upon which one can judge a sportsbook. In our reviews, we make sure to highlight the following criteria:
- Bonus Offers - How valuable is the sign up bonus? Does this sportsbook offer promotions for existing customers or neglect you once your foot's in the door? This is an opportunity to get value, so thoroughly evaluating bonus and promotional offers are very important to determine the true value of a sportsbook.
- Betting Variety - Does a sportsbook offer advanced ways to play like Same Game Parlays? How is the live betting? Can you access an online casino from your sports betting account? A sportsbook must satisfy the needs of many different types of players to be considered elite
- Mobile Experience - How is the sportsbook's mobile app? Is it available on iPhone and Android? Most bets are placed via a mobile device these days, so this is a major element of any sportsbook's overall experience.
- Betting Experience - How does a sportsbook feel? Is the website or app laggy? Does it feel laggy, messy, or outdated? You want to make sure you'll actually have fun on a betting site, not frustrated by your time on the book.
- Payment Options - How many payment options are available? How long do payouts take? Are there minimum requirements for payments and withdrawals? If you want to be secure with your hard-earned money, then this is a crucial element of any sportsbook.
- Customer Support - If an issue arises, will you be able to easily get in contact with customer support? Is it hard to get in contact with an actual person? Hopefully, you won't need it but having a spare tire in your trunk never hurts.
